This question is very discussed, i don't know but this is. so first of all i will told you if you want to search best programming language for web development, I always told you to that HTML, CSS and JAVASCRIPT. question must be coming in your mind we can use only HTML but this is not true. we can use many other language like java, php, python and etc.
Yes, you are not wrong you can do web-development with java, php, python and etc. because of html being an easy language, people do this more often. some of them only a front-end developer and some have backend and some have full stock developer.
if anyone can not understand or learn the syntax of java, php, and any other language they can use or learn only HTML and CSS. so that case what your opinion they can do make a front-end developer that's wrong.
